水性防水漆未加水稀釋就塗，已數日仍未乾，有解決方式嗎？

約兩週前因未詳細閱讀使用方式，將未稀釋的防水漆直接塗於水泥牆上，不料至今仍未見乾燥，表面呈黏稠狀，已嘗試用水刷過數次，改善效果不大，請問專業的各位是否有方式可以挽救？或是該如何做？
希望可以教我基礎的防水漆使用方式及原理，謝謝！
